The governance agenda takes considerable liberties with the academic foundation it cites to justify its choice of institutional reforms. Its doctrine is therefore a theoretical puzzle, with many contradictions. It underestimates difficulties such as the political feasibility and macroeconomic credibility required by any institutional transition involving changes in the rules of the game. It occupies a privileged field within macro-econometrics and is currently part of a new empiricism using randomization methods. Yet none of these techniques is suited to the study of the institutional transformation needed in developing countries.
