The main aim of this paper is to analyze a range of Turkish contexts and institutions in which perceptions of development by various categories of actors and groups play out and are constituted and defined. Adopting a long-term historical perspective, the paper considers the ownership, transformation, and use of the concept of development by various actors in Turkey. It also examines the conditions, causes, and consequences of these processes.
