This work shows how, since the beginning of the century, states established a set of recommendations to create a standard concerning drugs. They included them in their national legislations and entrusted the UN system to oversee their implementation worldwide. The consequences of applying this anti-drug standard, based on a blend of morality (the “scourge” of drugs), health (harmful effects of the misuse of drugs), and economic interests (profits of the pharmaceutical industry) in France and abroad are devastating for populations worldwide.
