The City of Brest is conducting a public policy for digital access with its 108 PAPIs (“Points d’Accès Public à Internet” ? Public Points of Access to the Internet). In some sites, school drop-outs engage in reducing the digital divide between generations. Learning and practicing collaborative techniques is an enabler to produce collective stories about the territory and develop networks to share open social innovations.
