With the discovery of oil, Equatorial Guinea has negotiated partnerships with international firms and financial agencies. This article examines the Guinean regime’s efforts to reconstruct itself in the international arena by raising certain questions: Is Equatorial Guinea an offshore entity or a continental entrepôt? Is it part of the Hispanophone or Francophone regimes? Is it better integrated into the franc zone or dollarized international markets? The answers to these questions depend upon the redefinition of what has heretofore been meant by “national territory” and “national wealth.”
