Most Europhiles view federalism as a distant utopia to be pursued, while Euroskeptics view it as a dystopia to be avoided. But federalism is not simply a question of the European Union’s distant future. The Union’s model of governance can already be understood as a federal system, and reforms made in response to the Eurozone crisis have strengthened European Union’s federalism. Today, the Union faces a series of fateful choices about the structure of governance concerning fiscal policy, banking, debt and democracy that will shape the development of European Union’s federalism for years to come.
