It is of course early, at the start of 2022, to analyze the impact of the Covid-19 pandemic on public policies. We noetheless take up the challenge, in this article, to analyze its manifestation in the sector to which we have devoted a significant part of our work in recent years: cultural policies. We consider in this text three phenomena which do not occur in the normal course of public policies, and take hold of their protagonists in the face of the event. These phenomena can be expressed as “shocks”: of reflexivity, innovation and hermeneutics. For each of these, we consider content and scope by addressing in turn the actors, public policies and, finally, the role of the researcher in these configurations. While the paper is focused on the cultural field, it does not exclude references and comparative findings with others.
