Public health management considers the social meanings of health and the balance in the use of resources. Bioethics investigates the human understanding of life. In its early days, it focused on the individual. Towards the end of the last century, it was reoriented towards collective health. This paper exposes the management of public health in complex contexts, the conflict between ethical and management principles and the influence of public information, communication and culture in the setting of social and health crises.
