Faced with the demand for ethics in modern society, especially in the field of healthcare, the state mandates its public institutions to manage the ethical issues raised by its prevention and care policies. Ethics committees will be delegated broad responsibilities. But does such an ethics, applied from within institutions by “experts,” constitute a threat to democracy? Is such an applied ethics limited to its instrumentalization by political powers? Is it at risk of being denatured by its recourse to a principlistic approach if this latter opens itself to discourse ethics? Does it lead to the disqualification of other critical discourses, especially political critics? Finally, since public health policies are normative, should the ethics applied to these policies be normative? Here, we will offer reflections around these questions.
