This article aims to illustrate the genesis of the anti-terrorist public policy and to present some of the tools available to senior officials in the context of this fight. The 2006 White Paper was France’s first official doctrine against terrorism. On this basis, the competent authorities focused on developing a global vision of the struggle against terrorism regarding all the state’s sovereignty ministries, in particular the defense ministry and the foreign affairs ministry in order to allow a reliable and consistent answer to the terrorist threat.
