'? The author shows that modern States, which are effectively a product of the power attributed to the leader of the hoard, are able to subject to their authority the majority of their citizens, whose aim is to have as quiet a life as possible. Omnipotence only lasts for a limited time however, in so far as when these citizens become aware of being trapped by a dominant power that has contributed to enslaving them, they subsequently seek to destroy the latter.
