In the last few years, policy evaluation has become a widespread practice across a number of western democracies. Nevertheless, comparing the development of evaluation between countries reveals that the institutionalisation process takes a variety of different paths. This article discusses the influence of the politico-administrative system on the processes of institutionalisation in Belgium, France, Switzerland and the Netherlands. In addressing the institutionalisation of evaluation from a dynamic perspective, the article focuses on the variations observed in the different countries. In order to regroup the cases studied, the author proposes a typology of institutional configurations that takes into account the purpose and degree of openness of the measures designed.
