From 1918 to 1925, Albin Haller, Professor of organic chemistry Sorbonne University and Director of the École municipale de physique et de chimie industrielles de la ville de Paris (EMPCI) developed an intense activity in a twofold: the reconstitution of an international scientific community based on the Allies of the First World War and the development of the teaching of chemistry in French technical institutions and higher education. These two goals, which were mainly based on nationalistic motives, failed owing to the rift between the Allies after the signature of the treaty of Versailles as well as the modest financial budget devoted to higher education by the French State after World War I.
