During the first half of the 15th century, Prussia experienced several closely linked economic and political crises. These stemmed from the agricultural depression and the commercial slowdown, but also from the Teutonic wars and the growing tensions between the sovereign ruler and Prussian society. In order to deal with crop failure and to provide food to urban populations, the authorities of the main Prussian towns took measures to regulate the market and, in the worst cases, helped the poorest citizens. Moreover, these Hanseatic municipalities consulted each other and tried to solve their problems collectively. By learning new skills, earning higher incomes, and taking advantage of the struggles of the Teutonics, Prussian communities were able to bolster their power during this critical period.
