This paper explains the political process that prompted Lille and the surrounding region to overhaul its image over the period 1970-2000. As a region previously known for its mainly industrial aspects, Lille gradually shifted to other forms of development, notably cultural. Driven by complex processes connected to a mutation in government action, this is indeed an urban metamorphosis that we have witnessed for the Lille region in the post-industrial era.
