A large number of international agreements and European legislative actions aimed at fighting corruption have come into force over the past ten years, thereby creating new types of crimes. As a result, corruption is now punished even in the private sector. Many states have ratified such instruments and modified their domestic legal arrangements accordingly. Yet, the gap between provision and implementation remains. To fight corruption and restore trust in business relations, legal provisions are necessary but not sufficient. This leads the author to advocate other means of fighting corruption in order to promote more ethical corporate governance.
