A decade after the Barcelona Summit, the relationship between Europe and the countries on the southern shore of the Mediterranean Sea seems to have reached a standstill and the statements of principles that were produced on the occasion were only followed by a cooperation gap. The Euro-Mediterranean relations were altered by different elements, such as the September 11th attacks, the failure of the Oslo Agreements, and the enlargement of the European Union. In order to stem such a trend and put an end to the identity withdrawal that a large part of the Arab opinion is currently experiencing, Europe needs to get more actively involved in the cooperation it has implemented with its natural partners of the southern shore of the Mediterranean Sea instead of giving the impression of being mostly interested in the Eastern countries.
