One of the specific objectives of the social security funding laws introduced in 1996 was to fix a target for the coming year regarding expenditure on health insurance (ONDAM). Consistently exceeded since 1997, compliance with the ONDAM was finally achieved during 2010. Indeed, Sarkozy's presidency has been marked by major efforts to control health expenditure, which are notably laid down in these funding laws. The new consequences of the alert procedure if the ONDAM is exceeded should also be emphasised in this respect.
