The birth of French social security after the liberation of France gave rise to relatively little coverage in the written press given the upheaval the institution brought about and the major role it played socially. It was furthermore the subject, in the opinion press in particular, of an attempt to monopolize the service to defend vested interests and ideological choices. Such a lack of coverage and instrumentalisation explain its difficulty to cover a social problem with which the public could get to grips and take ownership.
