Pierre Quesnay is an almost archetypal example of the financial expert, a figure which emerged in the immediate wake of the Great War. Working first for the SDN, then for the Bank of France, and finally for the Bank for International Settlements, Quesnay traveled nonstop throughout Eastern and Central Europe, notably to stabilize currencies and then to deal with the global crisis. Using a number of unpublished sources, examining these trajectories makes it possible to identify certain unique features of the financial aspects of France’s diplomatic action in these areas. It also shows how the strictly political discourse of financial experts emerged at a pivotal moment when issuing banks were transforming into central banks.
