The regional metropolis of the north of France has particular problems linked to its many-sided industrial character and its border position both of which have had a long term influence on the organization of its territory. But the economic and political context was upset as of the 1980s by the collapse of the big textile mills, decentralization and the blurring of the French-Belgian border. The region came about following the Jacobin planning (1965-1980) with the creation of the urban community and the new city, decided without consulting the elected officials. The seriousness of the social and urban situation and the new responsibilities of the elected officials that went with decentralization made them go beyond their communal rivalries to work together for the urban, social, and cultural transformation of what could become a Eurometropolis.
