The circular economy is an attractive model insofar as it promises to reconcile the creation of economic value with social and environmental concerns. But the emergence of this model also raises a paradox: on the one hand, the significant enthusiasm of companies and public actors wishing to adopt this concept; and, on the other, the many difficulties they encounter in implementing it. By studying this question at the level of territorial action in the construction sector, this article seeks to understand the cognitive, organizational, and inter-organizational mechanisms that can help public and private actors appropriate and deploy the circular economy at a local level. We question the modalities of collective action to propose a political engineering model that socio-economic actors can use to stimulate innovation and support the transition of their local area to the circular economy.
