In the context of the economic crisis and faced with mounting poverty and exclusion, the government adopted a multi-year plan for the fight against exclusion on January 23, 2013 covering the period from 2012 to 2017. Responsibility was given to François Chérèque (a former union leader) and to a national Inspector of Social Affairs. Despite having far-reaching objectives and having got off to a positive start, this plan has been met with criticism. The combined countries of the European Union, including France, have made a commitment to reduce the number of poor people by 20 million before 2020. This article questions whether this plan, as it has been conceived and put into effect, can resolve the problems of poverty in France.
