In action by public authorities, the concept of “participation” refers to two literally opposing viewpoints: on the one hand, the neoliberal conception that aims at activating and responsabilizing individuals to make them responsible for social help received; on the other, a conception based on solidarity that gives priority to social development and the empowerment of service users. In the first orientation, the position of social workers as experts does not seem to be challenged, the second invites them to profoundly renew their intervention towards “resonant social work.” This article is about participatory practice by social workers in local authority social work departments, engaged in support of empowerment. How can social workers, actors in real life situations but isolated in their work, change their traditional professional position so as to enable real participation by the people they are working with.
