Competition in the social and medico-social sector does not have a good reputation, as for example in the case of the calls for projects set up by the so-called HPST Act. But the informal competition between operators that preceded it was probably much less favorable to quality, performance, and innovation than the formalized procedures of calls for projects and calls for expressions of interest that have since been put in place. On the other hand, the need for graduated and fluid care and support pathways will increasingly lead to hybridization, with partnerships between operators who are also competitors, thus combining competition and cooperation: coopetition.
