Through a comparison of French and Spanish citizen debt audit groups, this article reflects on the ways in which citizens are likely to intertwine public finances and law in their discourses and practices. We analyze how and why such groups were led to use law and litigation, without being able to interact in a deliberative manner with their decision-makers about financial decisions. By taking a comparative look at the judicial pathways and legal consciousness of citizen-auditors, the article’s aim is to highlight the difficulties in getting courts to critique of uses of public finance.
