Domestic violence perpetrator programmes: International standards and French limitations

Domestic violence perpetrator programmes: International standards and French limitations - 2022.
31
Since the 2019 Grenelle, the institutionalization of domestic violence perpetrator programmes is increasing. However, practices observed in two qualitative surveys, conducted in France in 2018-2019 and 2020-2022, reveal little integration of the primacy of victim safety and a tendency to reproduce gender hierarchies. In the absence of a rigorous scientific basis, the mandatory treatment of domestic abusers has to date diverged in several respects from the indications of the European network Work With Perpetrators and the recommendations of the Council of Europe in the context of the application of the Istanbul Convention.
