| Summary, etc. | Introduction : Au Québec, grâce à la Politique gouvernementale de prévention en santé, plusieurs directions régionales de santé publique s’initient actuellement à l’évaluation d’impact sur la santé (EIS) pour renforcer leur collaboration avec les décideurs municipaux et bonifier leurs projets de planification et d’aménagement du territoire. Cet article présente les principaux enjeux d’implantation de l’EIS rencontrés au cours des deux dernières années et les pistes d’amélioration appliquées ou envisagées. Méthode : La documentation des enjeux repose sur les observations d’experts en EIS tirées de séances de travail avec des praticiens de différentes régions du Québec et d’activités d’une communauté de pratique. Résultats : Cinq enjeux ont été identifiés : l’appropriation de la démarche et l’acquisition de nouvelles compétences, l’adhésion et la collaboration des partenaires municipaux, le nécessaire travail intersectoriel, l’accès aux expertises et aux données probantes ainsi que le financement de l’EIS. Discussion : Un cadre commun de mise en œuvre proposant différents outils, un accompagnement scientifique et une communauté de pratique vivante contribueront au développement des compétences des praticiens et des capacités de leurs organisations respectives. Ces assises solides accroîtront la crédibilité et la pertinence de la démarche auprès des partenaires municipaux. Conclusion : Une évaluation approfondie sera réalisée à la fin de l’expérimentation afin d’examiner la pertinence, la faisabilité et l’acceptabilité de l’EIS, et de mieux comprendre les conditions nécessaires à une intégration réussie de cette pratique dans divers contextes. Cette évaluation permettra d’apprécier l’utilité des services et de l’instrumentation mis à la disposition des praticiens et d’évaluer de quelle façon ils peuvent être bonifiés. |

| Summary, etc. | Introduction: The Quebec Government Policy of Prevention in Health incited several regional Public health departments (PHD) to initiate health impact assessment (HIA) as a way to strengthen collaboration with municipal decision makers and improve their projects of urban planning projects. This article presents the main HIA implementation issues encountered in the last two years and the solutions applied or envisaged. Method: The documentation of the issues is based on the observations of HIA experts drawn from working sessions with practitioners from different regional PHDs and from the activities of a community of practice. Results: Five issues have been identified : appropriation of the HIA process and new skills, support and collaboration of municipal partners, intersectoral work, access to expertise and evidence as well as HIA funding. Discussion: A common implementation framework offering different tools, a scientific support and a vibrant community of practice will help to develop skills of practitioners and capacities of their respective organizations. These solid foundations will increase the credibility and relevance of HIA for municipal partners. Conclusion: An in-depth evaluation will be carried out at the end of the experiment to examine the relevance, feasibility and acceptability of HIA and to better understand the conditions necessary for a successful integration of this practice in various contexts. It will make it possible to assess whether the services and instrumentation made available to practitioners are useful or how they can be improved. |
