| Summary, etc. | RésuméÀ partir de statistiques et d’entretiens, cet article entend montrer que la norme de prévoyance, à laquelle tout un chacun est prié de se conformer dans le cadre de ses déplacements et de ses consommations énergétiques, définit un nouvel horizon de la citoyenneté devant lequel les groupes sociaux sont inégaux. L’analyse de la mise en forme statistique et de la communication publique sur la « sécurité routière » et les « changements climatiques » montre tout d’abord comment le principe de prévoyance se présente comme universel et se légitime dans le débat public. Il apparaît ensuite que les journalistes d’informations généralistes prolongent, dans leur majorité, cette conception en insistant sur les conséquences de l’imprévoyance. Mais les injonctions à la tempérance n’ont pas la neutralité que leur prêtent les entrepreneurs de morale. Elles participent aux reproductions des divisions sociales dans la mesure où être prévoyant relève d’une disposition inégalement distribuée. Une ligne de démarcation sépare ainsi ceux qui peuvent se targuer de tempérance et de civisme, sans pour autant modifier substantiellement leurs modes de vie, de ceux dont l’existence rend la prévoyance improbable sinon impossible. |

| Summary, etc. | “To show foresight”: a variously appropriate social normBased on quantitative analyses and interviews, this paper aims to explain that the foresight norm, with which everyone is asked to comply as part of one’s transportation and energy consumption, designs a new outlook for citizenship. Social groups, however, are unequal with regard to such a normative outlook. Analysing the State’s communication about “road safety” and “climate changes” and looking at official statistic reports, this article first points out how the foresight principle appears as universal and is becoming legitimate in the public debate. Our research then highlights that most journalists extend this idea of a foresight norm whenever they focus on the consequences of the lack of foresight. But actually, the injunctions for temperance are not as neutral as moral entrepreneurs claim. Rather, they participate in the reproduction of social divisions, since being foresighted results from unevenly distributed aptitudes. A boundary thus separates those who can boast of temperance and good civicism without substantially modifying their lifestyles and those whose existence makes it unlikely, if not impossible, to behave with foresight. |
