| Summary, etc. | Les exercices de gestion de crise constituent aujourd’hui une modalité répandue de préparation à la survenue d’événements incertains et potentiellement déstabilisateurs dans les administrations et les entreprises. La littérature qui leur est consacrée s’est cependant peu penchée sur l’écriture des scénarios qui en constituent la trame. En prenant le cas des scénarios d’exercices de crise dans la filière nucléaire civile en France, cet article montre que ces scénarios, loin de placer les participants dans un univers totalement inédit et incertain, tendent au contraire à faire émerger une vision ordonnée de la crise. Cela tient aux contraintes et cadrages de différentes natures qui s’incarnent dans l’écriture des scénarios, lesquels sont le résultat d’accords tacites et de rapports de force entre les organisations de la filière nucléaire civile (exploitants, autorités de régulation, organismes d’expertise, etc.) et de la sécurité civile. |

| Summary, etc. | Simulation exercises have become a common feature of crisis preparedness in public and private organisations. The analyses of these exercises have however rarely examined the production of the scenarios on which these exercises are based. Yet the observation of exercises conducted in the field of civil nuclear production in France suggests that far from placing participants in an unexpected and uncertain environment scenarios tend to promote an orderly representation of crisis situations. This is found to derive from the multiple constraints and framings that weigh on the scenarios writing process which are themselves the results of tacit agreements and power relations existing among the different organisations in the civilian nuclear sector (nuclear operators, regulators, experts) and civil security. |
