Summary, etc. | RésuméCet article contribue à éclairer la faible féminisation des états-majors bancaires français en analysant une de leurs filières de recrutement, la filière « État », du point de vue du genre. Il s’appuie sur une enquête menée sur la direction du Trésor (en charge de la politique financière de l’État) qui, en organisant un système up or out de gestion des carrières de ses cadres, s’est imposée comme un lieu-clé du pantouflage des énarques vers les milieux bancaires à partir des années 1960. À partir d’un travail prosopographique et par entretiens avec les énarques hommes et femmes de la direction, il montre que pantoufler dans la banque constitue un privilège masculin. Il rend compte de l’inégal accès des hommes et femmes énarques à cette filière prisée de pantouflage par leurs trajectoires différentes (et hiérarchisées) d’accès à la haute fonction publique, et par les biais de genre nichés dans les dispositifs de gestion des carrières au Trésor. Cet article contribue ainsi à documenter les ressorts des inégalités de carrières entre hommes et femmes dans la très haute fonction publique. En analysant le pantouflage à travers le prisme du genre, il met, surtout, en lumière les processus de hiérarchisation, d’élimination et de consécration qui travaillent les sommets de l’État. |

Summary, etc. | Why are there so few women at the top of French banks ? This article seeks to answer this question by analyzing the revolving door from the Treasury to the banking sector (a traditional avenue to top executive positions in banking and finance in France) from the point of view of gender. Since the 1960s, the Treasury has been operating an “up or out” policy, thereby populating the executive echelons of a wide range of public and private organizations with its former top officials. Drawing on biographical interviews and on the prosopographical analysis of the careers of top male and female bureaucrats at the Treasury, this article shows that leaving the Treasury for the banking sector is the privilege of men. It provides two explanations for the sex-segregation of post-Treasury career paths. It shows, first, that the typical demographics of Treasury men and Treasury women are different, and shape different approaches to career advancement. It shows, secondly, how organizational practices at the Treasury tend to sift men and women bureaucrats into different and hierarchized professional destinies. More generally, the article shows that looking at the gender of the revolving door yields key insights into processes of differentiation and marginalization in elite public service. |
