Summary, etc. | RésuméDe nombreuses associations assurent aujourd'hui l'insertion professionnelle d'usagers du service public de l'emploi. Cette délégation au monde associatif de l'accompagnement de certains chômeurs est souvent vue comme une manière pour les agents des services publics de se défaire des cas les plus « difficiles », dans un contexte où ils sont de plus en plus soumis à des exigences de résultats. Dans quelle mesure cette interprétation est-elle exacte ? Les personnes adressées aux associations sont-elles effectivement jugées moins « employables » que les autres bénéficiaires du service public de l'emploi ? L'objet de cet article est de répondre à cette question, à partir de deux enquêtes réalisées auprès d'associations d'aide à la recherche d'emploi et de leur environnement institutionnel. L'analyse du travail de qualification des individus au cours de leur transition des services publics vers les associations révèle que la déviance professionnelle est initialement moins déterminante que la déviance institutionnelle. C'est parce qu'ils sortent des cadres institutionnels du service public de l'emploi que certains individus sont adressés aux associations. Ces transitions sont cependant reformulées dans le langage de l'employabilité, produisant de facto de nouvelles formes de marginalités dans le monde du travail. |

Summary, etc. | Today, many associations ensure the professional integration of users of the public employment service. This delegation of support for certain unemployed people to associations is often seen as a way for public service agents to get rid of the most “difficult” cases, in a context where they are increasingly subject to performance requirements. To what extent is this interpretation true? Are the individuals who are sent to non-profit organizations really seen as less “employable” than other beneficiaries of the public service? This article aims to answer these questions. It draws on two studies on associations and the administrations they are linked to. By analyzing how people are described during their transition from public unemployment services to these non-profit organizations, I show that, at the beginning of the process, they diverge less from employability norms than from institutional norms. It is because they don't fit the institutional framework of the public unemployment service that some beneficiaries are sent to associations. However, these transitions are afterwards described through the language of employability. They thereby generate new forms of marginalization in the labor market. |
