Dressant un bilan de la recrudescence de l’économie criminelle du rançonnage pirate, l’auteur examine les enjeux et les défis liés à l’émergence de ces néocorsaires et souligne le retard de la France en matière de sociétés militaires privées, et qui la laisse impuissante face au phénomène croissant de privatisation de la sécurité internationale. L’État ne se prive-t-il pas là d’un instrument de choix pour affronter les mutations de la piraterie et de la guerre ? |

| Summary, etc. | The worldwide boom of piracy and the inability of western navies to maintain a global and continuous presence on the most vulnerable shipping lanes lead to wonder about the possibility to see a rebirth of new privateers, which could eventually compensate the official action of States. Drawing a panorama of the renewal of the criminal economy of this neo-piracy, the author examines the stakes linked to the emergence of these new privateers and emphasizes how France is well behind Anglo-Saxon countries in the sector of private military companies, being unable to meet the growing challenges of the privatization of international security. In this way, doesn’t the French State deprive itself of a valuable tool to face the transformations of piracy and war? |
