| Summary, etc. | Le budget de l’Union européenne est aujourd’hui dominé par deux grandes politiques, celle agricole commune et celle de cohésion, et laisse ainsi peu d’espace aux politiques émergentes. Pour autant, les enjeux de sécurité n’en sont pas absents, les politiques liées à l’espace de liberté, sécurité et justice et les actions extérieures de l’Union étant en forte progression et la Commission ayant proposé de renforcer les moyens qui y seront dédiés au cours de la période 2014-2020. La notion de sécurité constituera ainsi, dans un contexte de forte contrainte financière, une clé de lecture stimulante pour analyser le budget européen. |

| Summary, etc. | The EU budget is dominated by two major policies, the common agricultural policy and the cohesion policy, and thus leaves little room for emerging policies. However, security issues are not absent, policies related to the area of freedom, security and justice together with the external actions of the European Union experiencing the strongest growth during the recent period and the Commission having proposed a significant increase of the amounts that could be dedicated to these policies during the 2014-2020. The concept of security is also disseminated through other policies and is therefore a stimulating key to analyse the EU budget. |
