| Summary, etc. | Le rapport APT1 : Exposing One of China’s Cyber Espionage Units publié en février 2013 par la société américaine Mandiant vient ajouter à l’abondante littérature qui depuis près de deux décennies se concentre sur la cybermenace chinoise, en prétendant apporter les preuves de l’existence de groupes militaires chinois spécialisés dans les opérations de cyber espionnage visant tout particulièrement les Etats-Unis. Nous nous interrogeons ici sur le caractère opportuniste d’une telle publication, en raison de l’identité de ses auteurs, du contexte économique et politique, et sur la responsabilité qui pèse sur ses derniers, dès lors qu’ils contribuent à désigner les menaces et à alimenter un discours alarmiste sur la base de résultats investigations dont les méthodes ont été critiquées. |

| Summary, etc. | The report "APT1 : Exposing One of China’s Cyber Espionage Units" issued in February 2013 by the American Society Mandiant adds to the abundant literature that for nearly two decades focuses on the Chinese cyber threat. The report claims it provides evidence of the existence of Chinese military groups specialized in cyber espionage operations aimed specifically at the U.S. We wonder in this article on the opportunistic nature of such a publication, because of the identity of the authors, of the economic and political context. The responsibility of the authors weighs on them, since they help to identify threats and nurture an alarmist discourse on the basis of investigation results whose methods have been criticized. |
