| Summary, etc. | On propose un modèle d’action publique articulé en trois dimensions (ontologique, politique, technique) pour rendre compte des difficultés du travail en coopération de deux groupes d’équipes prenant en charge, en Belgique, les violences conjugales et intrafamiliales. Ces équipes s’efforcent de surmonter leurs difficultés par des dispositifs de réflexivité qui mettent au cœur de l’action, l’empowerment ; une notion qu’elles ne jugent pas seulement pertinente pour désigner le travail qui s’accomplit au sein de leurs publics, mais qui vaut aussi au sein de leur collectif de coopération, dès lors que sont travaillés différents modes d’attachement aux dispositifs de coopération. |

| Summary, etc. | Grounded in a theoretical model of public policies, this papers deals with the various ways teams of social workers (in Belgium) are able to set in order to cooperate in the field of domestic violence. These teams (the ones on the side of making the victims safe, and the other trying to vest responsibility to the authors) try to overcome a various range of obstacles and difficulties, by setting devices for reflexivity. Empowerment, usually applied to help their audience, is here also used as a common goal for the teams, as long as everyone may find his/her own way to be attached to the devices of cooperation. |
