| Summary, etc. | Depuis deux décennies, le lien entre précarité sociale et protection de l’enfance ne cesse d’être objectivé. En abaissant le seuil d’intervention des pouvoirs publics de la maltraitance au risque, la loi réformant la protection de l’enfance de 2007 ambitionne une dynamique préventive qui peine encore à prendre en compte la dimension sociale des problématiques éducatives. Particulièrement exposées, les familles étrangères non régulières n’ont droit pour satisfaire leurs besoins sociaux et l’intérêt de l’enfant qu’à l’aide financière délivrée par les conseils départementaux. Mais ce qui s’entend comme dispositif d’appoint pour les nationaux se heurte pour les étrangers à la pérennisation structurelle de leur exclusion sociale et à son impact politique. |

| Summary, etc. | For twenty years, the link between social precariousness and childhood protection keeps on being objectified. By lowering the authorities’ intervention threshold from maltreatment to risk, the 2007 reforming child protection law aims at a preventive dynamic, which still finds it difficult to take into account the social dimension of educative problems. Illegal foreign families are particularly exposed and only benefit from the financial help granted by departmental councils as a way to ensure their social needs as well as the support of their children. But what is perceived as a financial booster by French nationals contributes for foreign families to the sustainability of their social exclusion and to its political impact. |
