| Summary, etc. | L’augmentation de la pauvreté et des inégalités est l’un des impacts les plus évidents de la crise économique et sociale liée à la pandémie de Covid-19. Comme jamais auparavant, la pauvreté montre son caractère de processus social complexe dans lequel experts, politiciens, acteurs sociaux et récits dominants interagissent pour produire des significations et des horizons institutionnels du risque, en créant des catégories qui décrivent et prescrivent en même temps. Si l’urgence pandémique n’a fait que rendre plus visibles toutes les limites et les contradictions de la lutte à la pauvreté dans le pays, le débat public et institutionnel en Italie semble encore se focaliser sur la recherche du statut des pauvres, de "quels pauvres" reconnaître, quels pauvres admettre ou exclure du public des bénéficiaires des interventions. L’article aborde les dispositifs de revenu minimum et les discours qui ont accompagné leur adoption/remodelage pendant la pandémie selon une perspective sociologique qui lit la pauvreté comme une catégorie pour la représentation et pour l’action (Autès, 2000). |

| Summary, etc. | The increase in poverty and inequalities is one of the most evident impacts of the economic and social crisis linked to the Covid-19 pandemic. At the same time, as never before, poverty shows its character of complex social process in which experts, politicians, social actors and prevailing narratives interact in producing meanings and institutional horizons of risk, in creating categories that describe and prescribe at the same time. Although the coronavirus pandemic showed the limits of Italian social policies against poverty of individuals and families, the public and institutional debate in Italy still seems to focus on the search for the status of the poor, of "which poor" to recognize, which poor people to admit or exclude from the audience of the beneficiaries of social protections.The article discusses the ordinary and extraordinary minimum income protection in the COVID-19 pandemic and the public and institutional speeches that accompanied their adoption or remodeling during the first wave of the pandemic in Italy according to a sociological perspective that sees poverty as a category both for representation and for the action (Autès 2000). |
