| Summary, etc. | Adaptés du mouvement ‘ Housing First’ depuis les États-Unis il y a une dizaine d’années, les dispositifs Un Chez Soi d’Abord (UCSA) se multiplient dans les métropoles de France, accompagnant ainsi de plus en plus de personnes vulnérables vers un logement autonome et un mieux-être social, sanitaire, environnemental. Basé sur le concept-clé de rétablissement mais aussi sur des principes d’action tels que la non-coercition ou l’aller-vers, UCSA est désormais un nouvel acteur ancré de la réinsertion sociale. Cet article se propose d’entrer dans la réalité d’un de ces dispositifs UCSA, pour essayer de démêler les complexités rencontrées, mettre en lumière les philosophies de l’action proposée, les questionnements relatifs à une éthique pragmatique soulevés par les acteurs de terrain. Il s’agit ainsi de faire ressortir de cette réalité, une certaine distance avec les principes développés dans les politiques publiques appliquées. |

| Summary, etc. | Adapted from the 'Housing First' movement in the United States a decade ago, Un Chez Soi d'Abord (UCSA) programs are multiplying in France's metropolises helping more and more vulnerable people to find independent housing and improve their social, health and environmental well-being. Based on the key concept of recovery, but also on action principles such as non-coercion, outreach, etc., UCSA is now a new actor anchored in social reintegration. This article proposes to enter into the reality of one of these UCSA programs, in order to try to unravel the complexities encountered, to highlight the philosophies of the proposed action, the questions relating to a pragmatic ethic raised by the actors in the field. The aim is to bring out from this reality a certain distance with the principles developed in the public policies applied. |
