Les pays à faible accès aux financements privés internationaux reçoivent-ils relativement plus d’APD que les autres ou bien les pays attirant davantage d’IDE sont-ils aussi favorisés par l’aide internationale ? D’après l’analyse des courbes de concentration de l’aide et des IDE et les tests économétriques effectués, l’aide apparaît dorénavant être moins allouée dans les pays recevant des montants élevés d’IDE. Cependant, cette orientation compensatrice de l’aide ne suffit pas à assurer un financement prioritaire des pays les plus pauvres d’Afrique. |

Summary, etc. | Do foreign direct investment and foreign aid complement or substitute in Africa ? In this paper the authors analyze whether the allocations of aid and Foreign Direct Investment (FDI) in Africa complement or substitute for each other. More specifically, they try to identify if countries receiving less international private investment tend to receive more official development aid or if, on the contrary, these two external flows reinforce each other. Concentration curves analysis and econometric tests indicate that, since the end of the 90’s, aid has been less allocated to countries receiving high amounts of FDI, suggesting that aid tends to compensate countries with restricted access to international private investment. |
