| Summary, etc. | Ce texte étudie la construction de la démocratie locale dans deux circonscriptions de l’aire métropolitaine d’Ekurhuleni. Dans toute construction politique nouvelle, se pose la question de l’adhésion de la population au projet dont elle est porteuse. Cette adhésion n’est possible que si se construit un minimum d’identification territoriale à l’échelle de la nouvelle entité, en l’occurrence l’autorité métropolitaine et les wards . Or, le nouveau découpage vient se superposer à ceux qu’il efface mais qui restent prégnants dans les pratiques et les représentations des citadins. Le texte porte sur ce décalage entre les échelles territoriales politiques nouvelles et les échelles territoriales d’identification des citadins. |

| Summary, etc. | Local democracy and identities : some spatial questions. Case studies in two Ekurhuleni wards (South Africa) In Ekurhuleni, the creation of a system of political representation and participation structures at the ward level was intended to enhance democratic participation. However, the paper hypothesizes that this can only be achieved if the population of the ward has a sense of belonging to it. All wards are socially and culturally diverse : how is this diversity dealt within the political sphere ? The paper argues that in some ways diversity is recognised, and given political space for expression, but that some identities are not accepted, and amongst these, the socio-spatial identifications internal to the wards and other scales inherited from the past are treated with ambivalence. |

Estudio de dos circunscripciones de Ekurhuleni (Sudáfrica) Este texto estudia la construcción de la democracia local en dos circunscripciones de la región metropolitana de Ekurhuleni. En toda nueva construcción política entra en juego la cuestión de la adhesión de la población al proyecto que ésta vehicula. Esta adhesión sólo es posible si se construye un mínimo de identificación territorial a escala de la nueva entidad, en este caso, la autoridad metropolitana y los wards. Ahora bien, el nuevo recorte se superpone con aquellos que reemplaza pero que quedan activos en las prácticas y representaciones ciudadanas. El texto aborda el desajuste entre las nuevas escalas territoriales políticas y las escalas territoriales de identificación de los ciudadanos. |
