| Summary, etc. | Lancé en 1986, le Ganga Action Plan (GAP) a pour objectif la réduction de la pollution du Gange, fleuve sacré pour les hindous. En 1994, l’application du 74e amendement à la constitution indienne, lequel vise la décentralisation de la gestion des affaires locales, engendre une reconfiguration des acteurs du GAP. Nous étudierons l’évolution du dispositif technique et spatial d’assainissement de Varanasi à travers le prisme de la gouvernance urbaine. Nous analyserons comment cette réforme est saisie par les acteurs en présence et rend possible une reconfiguration de leurs rôles et de leurs relations, ainsi que des enjeux et des revendications qu’ils portent. |

| Summary, etc. | Reforms of Urban Services in India. The Case of the Varanasi Technical and Spatial Wastewater Plan Launched in 1986, the Ganga Action Plan (GAP) aims to reduce pollution of the Ganges, which is considered by the Hindus to be a sacred river. In 1994, the application of the 74th amendment to the Indian constitution, which aims to decentralize local affairs management, led to a reorganisation of GAP players. We will study the evolution of the Varanasi spatial and technical wastewater plan from the perspective of urban governance. We will analyze how this reform is perceived by the actors involved and how it provides the opportunity to reorganise their roles and relations, as well as the stakes and claims they hold. |
