Summary, etc. | On observe un consensus de la communauté internationale quant au rôle premier de l’enseignement dans le processus de développement. Ce rôle est devenu particulièrement important dans une économie de l’information et de la connaissance. En réalité, il y a peu de domaine où les conflits ne soient aussi importants en termes de valeurs et de connaissances, de tensions entre l’universalisme et le particularisme, d’accès différenciés à l’école des groupes ou de différenciation au sein des États. Au cœur de ce paradoxe, l’on trouve les questions de mesures et de soubassement théorique et idéologique et de conventions d’équivalence des indicateurs et des recherches empiriques. La mesure est toujours un enjeu de pouvoir. Cet article après avoir présenté la question générale de La mesure du développement face aux enjeux de pouvoir (première partie) illustrera ce débat quant aux liens entre éducation et développement (deuxième partie). |

Summary, etc. | Is the Measurement of Development an Expression of Power ? Application to the Field of Education The international community generally agrees on the essential role of training and education in the development process. This role is all the more important in the new information and knowledge economy. In fact, this is a field where conflicts arise, for example, in terms of values and knowledge transmitted, tensions between universalism and singularities, differentiated access to school according to socio-economic groups or differentiation within States. This is reflected both in statistical and empirical studies and in theoretical analysis. At the heart of this paradox, we find the question of measurement and the role of power. This article will first deal with the general measurement of development, and secondly with the specific measurement of the micro and macro economics of education with the limits of the measurement of the multidimensional effects of education on development. |

Aplicación al campo de la educaciónSe observa un consenso de la comunidad internacional acerca del rol principal de la enseñanza en el proceso de desarrollo. Este rol se volvió particularmente importante en una economía de la información y del conocimiento. Existen, en realidad, pocos ámbitos en los cuales los conflictos sean tan importantes en términos de valores y de conocimientos, de tensiones entre universalismo y particularismo, de accesos diferenciados así como de diferenciaciones en el seno mismo de los Estados. En el corazón de esta paradoja, se hallan las cuestiones de las mediciones, los fundamentos teóricos e ideológicos y las convenciones de equivalencias de los indicadores y de las investigaciones empíricas. Las mediciones siempre representan juegos de poder. Este artículo, tras presentar la cuestión general de los juegos de poder que subyacen en la medición del desarrollo (primera parte), se propone ilustrar el debate que concierne los lazos entre educación y poder (segunda parte). |
