Summary, etc. | Les performances socio-économiques de l’Afrique du Sud ne confirment pas son image de pays « émergent ». À rebours des explications peu convaincantes qui insistent sur une rigidité imaginaire du marché du travail comme obstacle à la croissance, cet article montre que les changements structurels, entre désindustrialisation précoce et financiarisation, expliquent ce décollage manqué, car ils ont renforcé le système d’accumulation associé au complexe minéralo-énergétique. La nouvelle élite liée au Black Economic Empowerment est davantage préoccupée par la reproduction que par la transformation de ce système. Cette restructuration a été facilitée par des politiques néolibérales adoptées de manière endogène et cohérente avec les orientations des dernières années du régime d’apartheid. |

Summary, etc. | As the Rainbow Fades Away: Is South Africa an Emerging Country? South Africa’s socio-economic performance does not confirm its widespread characterization as an “emerging” country. In contrast with the unconvincing argument that an imaginary rigid labour market acts as an obstacle to growth, this paper shows that structural changes, from premature deindustrialization to financialization, are the main reasons for South Africa’s failed take-off, because they have reinforced the system of accumulation associated with the minerals-energy complex. The new elite associated with Black Economic Empowerment is more preoccupied with the reproduction than with the transformation of this system. This restructuring has been aided by neoliberal policies which have been adopted endogenously, continuing the orientation of the last years of apartheid. |

Summary, etc. | El rendimiento socioeconómico de Sudáfrica no confirma su imagen de país “emergente”. Yendo a contrapelo de las explicaciones poco convincentes que insisten en una rigidez imaginaria del mercado laboral como obstáculo al crecimiento, este artículo muestra que los cambios estructurales, entre desindustrialización precoz y financiarización, al fortalecer el sistema de acumulación asociado al complejo energético mineral, explican dicho fenómeno. La nueva élite ligada al Black Economic Empowerment se preocupa más por la reproducción que por la transformación de este sistema. Esta reestructuración ha sido facilitada por las políticas neoliberales que han sido adoptadas de manera endógena, siguiendo las orientaciones de los últimos años de régimen de apartheid. |
