Summary, etc. Le mouvement protestataire tunisien, qui a conduit à la chute du président Ben Ali, se caractérise par l’inexistence de leaders. Certes, la Centrale syndicale, l’UGTT, a accompagné une action collective qui, lancée par une jeunesse désœuvrée, a pris une dimension transpartisane et a mobilisé toutes les catégories sociales. Mais l’UGTT n’a pas été l’acteur du « changement d’échelle » de l’épisode conflictuel né à Sidi Bouzid. Le mouvement de protestation s’est politisé et a pris une envergure nationale grâce à l’usage des nouvelles technologies de l’information qui lui ont servi de caisse de résonnance. Toutefois, la « réussite » de la mobilisation populaire ne doit pas nous faire perdre de vue qu’elle s’articule à une « révolution de palais » conduite par l’armée et certains éléments de l’oligarchie au pouvoir.

Summary, etc. The Power of Civil Disobedience: Understanding the Failure of the Ben Ali RegimeThe Tunisian protest movement that led to the fall of President Ben Ali is notable for its apparent lack of formal leadership. Of course, the national trade union confederation, the UGTT (Tunisian General Labor Union), supported collective action once it had been launched by a young out-of-work generation and assumed a popular, non-partisan dimension mobilising all social categories. The UGTT was not however, the force behind the escalation of this event from a local conflict in Sidi Bouzid to an event of national significance. The protest movement became politicized and took on national significance largely as a result of amplification through information and communication technologies. We should not lose sight however, of the fact that the “success” of the popular uprising was due in many important ways to a “palace revolution” led by the army and supported by certain elements among the reigning oligarchs.
