| Summary, etc. | Ces dernières années, l’évolution de la société et la nécessité d’adapter les pensions de survie à cette évolution ont fait l’objet de discussions en Finlande. Le droit à une pension de conjoint survivant repose sur le mariage ou une relation de partenariat déclaré, ce qui exclut de ce dispositif une partie de plus en plus importante de la population. Cela soulève également la question de la répartition des coûts puisque, actuellement, tous les travailleurs participent au financement des pensions de survie, qui ont été créées essentiellement en vue de garantir des moyens de subsistance aux enfants mineurs. La question est donc de savoir dans quelle mesure les moyens de subsistance du conjoint survivant doivent être garantis. Cette étude porte sur ces différentes questions, ainsi que sur la nécessité d’améliorer le système des pensions de survie. Elle s’appuie notamment sur le rapport d’un groupe de travail piloté par le ministère des Affaires sociales et de la Santé. Celui-ci a eu pour mission de revoir le système et de présenter des modèles alternatifs adaptés à la société d’aujourd’hui. Une réforme du système est en préparation depuis l’automne 2019, suivant un accord avec les partenaires sociaux. Cet article présente les changements en cours dans la société qui ont un effet sur le système des pensions de survie. Il dresse un état des lieux du système finlandais des pensions de survie actuel et de son évolution. |

| Summary, etc. | Society changes, and the need to adopt survivors’ pensions to those changes has been discussed in recent years in Finland. The surviving spouse’s pension is based on a requirement of marriage, which excludes an increasing part of the population from the system. This also raises the question of how the costs are to be allocated, as currently all workers contribute to the financing of survivors’ pensions. The primary goal of survivors’ pensions is to secure the livelihood of under-age children, and this will remain the most important goal in the future. The question is, to what extent should the surviving spouse’s livelihood be secured? This article addresses the issues under debate and the need to improve the survivors’ pension system. The discussion is based on a report by a working group led by the Ministry of Social Affairs and Health. The group’s task was to review the system and present alternative models to adapt it to today’s society. Preparations for reform began in autumn 2019 according to an agreement with the social partners. This article explores the ongoing changes in society that influence the functionality of the survivors’ pension system. It presents the current status and the direction of the development of the Finnish survivors’ pension system. |
