| Summary, etc. | La régulation de la distribution est depuis la sixième réforme de l’état une compétence des Régions. Le régulateur flamand a introduit pour 2015-2016 (i) une régulation du revenu (ii) des incitants à la réduction des coûts pour les GRDs. Cependant, le revenu autorisé est toujours basé sur un rendement sur investissement (ROI) régulé et sur un calcul des coûts historiques, comme précédemment. Je présente et je discute les principaux aspects de la réforme en Flandre. |

| Summary, etc. | Electricity distribution belongs since the 6th Reform of the Belgian State to the Regions. The Flemish regulator introduced for 2015-2016 (i) a revenue regulation and (ii) incentives for Distribution System Operators (DSOs) to reduce their costs. However, their allowed revenues are still based on the regulated Return-On-Investment (ROI) and historical costs approach from the past. I present and discuss the main aspects of the recent reform in Flanders. |
