| Summary, etc. | Depuis dix ans, l’industrie d’armement a foncièrement évolué. Certes, la guerre froide a eu d’indéniables répercussions sur ce secteur industriel, l’obligeant à se remettre en question. Cependant, elle n’explique pas, à elle seule, la vague de regroupement sur laquelle ont glissé les firmes de défense. En effet, la mondialisation, en homogénéisant les règles de fonctionnement des entreprises et en faisant voler en éclats les armatures nationales, ont grandement favorisé les « méga-restructurations ». De plus, l’internationalisation des entreprises, dans un contexte ambiant de privatisation, favorise la généralisation de l’actionnariat – plus ou moins dilué –, dont les objectifs sont parfois éloignés de ceux des gouvernements en place. Or, ce secteur industriel est, par essence, éminemment stratégique. Les États ne pouvaient pas ne pas réagir face à cette potentielle perte de contrôle. |

| Summary, etc. | At a Time of Globalization, Changes in the Relationship between the State and Defence Industries The armament industry has considerably changed over the last ten years. Most certainly, the cold war has had undeniable repercussions on the industrial sector and has led it to put itself back into question. However, it does not account on its own for the regrouping wave that has broken over the defence industries. Indeed, in homogenizing the rules by which companies function and by smashing to pieces the national frames, globalization has largely encouraged « mega-restructurings ». Moreover, in a surrounding context of privatization, the internationalization of companies encourages the generalization of a more or less diluted shareholding, which aims at achieving objectives that are sometimes distant from those of governments in place. Now, this industrial sector is by nature highly strategic. States could not fail to react to this potential loss of control. |
