| Summary, etc. | La fin de la guerre froide a profondément modifié la carte du monde et la hiérarchie des puissances. Elle n’a cependant pas engendré un nouvel ordre mondial de nature à fonder les relations entre nations sur des valeurs coopératives et pacifiques. Le monde s’est structuré selon un schéma unipolaire sanctionnant la prédominance des États-Unis, que les progrès de l’Union européenne n’ont pas suffi à compenser. Le fossé Nord-Sud est resté béant et s’est imposé comme le défi majeur pour l’équilibre planétaire. Face aux risques de privatisation du monde que porte en elle une mondialisation exclusivement économique, les efforts pour en maîtriser le cours et l’orienter dans un sens plus démocratique, plus équitable et plus respectueux de l’intérêt commun de l’humanité n’ont produit que des résultats limités. |

| Summary, etc. | 1991-2001 : Permanences and Changes The end of the Cold War has deeply modified the world map and the power hierarchy. But it has not brought about a new world order that could possibly allow international relations to build on cooperative and pacifist principles. The world has followed a one pole pattern in structuring itself and has demonstrated the United States predominance which the European Union advances have not succeeded in compensating. The North-South ditch has remained wide open and has imposed itself as the major challenge to the world stability. Regarding the dangers of world privatizations which go with an exclusively economic globalization, the efforts shown to control its development and to make it more democratic, fairer and more respectful of the common interests of humanity have only had limited results. |
