| Summary, etc. | La crise des États des années 1990 a focalisé l’attention sur les populations sans État ou dont le lien à l’État avait été plus ou moins définitivement remis en cause . L’existence de telles populations ne date ni de la chute du communisme, ni de la mondialisation. De très nombreux réfugiés de la Seconde Guerre mondiale, et bien d’autres avant eux, ont attendu longtemps dans des camps la protection d’un État. Un rapide survol de ces populations montre aujourd’hui l’ampleur du phénomène : entre 40 et 50 millions de réfugiés de la violence au sens large – réfugiés et personnes déplacées – et un nombre indéfini, mais sans aucun doute très important, de sans-papiers. Les évolutions contemporaines ne devraient pas annoncer une réduction de ce phénomène. |

| Summary, etc. | Stateless Populations The states crisis of the 1990s focussed on the statelessness of populations whose link with a state is reconsidered more or less permanently. The existence of such populations does not date back to the downfall of communism or the globalisation. A vast number of refugees from the Second World War, and many others before them, waited a long time in camps for the protection of a state. A rapid survey of these populations shows the extent of the problem : 40 to 50 million refugees from violence in the broad sense of the word – they are refugees or displaced populations – and also a countless number of illegal immigrants. Furthermore, the current evolutions are unlikely to slow down the process. |
